On October 14, 2010, at the invitation of the UAE Minister of Higher Education and Scientific Research Sheikh Nahayyan bin Mubarak Al Nahayyan, a delegation of the Russian-Emirate Business Council headed by Igor Nuyaksov visited the leading state universities of the UAE, in particular, the United Arab Emirates University in Al Ain , Higher College of Technology and the CERT Research Center in Abu Dhabi.

At the UAE National University, the Russian delegation was received by its Vice-Chancellor Abdullah Al Khanbashi, as well as the heads of faculties and research groups of the university. The main topic of the meeting was the strengthening of relations between the National University of the UAE and higher education institutions of Russia specializing in such fields as medicine, ecology, environmental protection, engineering and IT technologies. The Vice-Chancellor of the National University of the UAE expressed high interest in the ongoing exchange of students and scientists between Russia and the UAE on an ongoing basis, as well as in conducting joint research. The dean of the Faculty of Medicine, Professor Mohammed Yousef Hassan, speaking to those present, expressed concern about the high level of cancer and cardiovascular diseases in the UAE.

In this regard, the Russian side presented the concept of the comprehensive program “The Persian Gulf Ecological Shield”, which allows using modern Russian technologies to solve environmental problems that pose a threat to the health of the region’s population. At a meeting with College Vice Chancellor Dr. Taib Kamali, which took place on the territory of the modern CERT research center, Igor Nuyaksov announced the upcoming signing of a Memorandum of Understanding between the Ministry of Education and Science of the Russian Federation and the Ministry of Higher Education and Scientific Research of the United Arab Emirates "On Cooperation in Higher Education education and research. A member of the Russian delegation, Professor Valery Volkov, presented an environmentally friendly, modern technology of peaceful nuclear energy use, which has no analogues in the world.
